Job Description:
Experience managing large scale CAD system installations (hardware, software, training)
Management, design, specification, coding and implementation of at least 10 large scale CAD systems
CAD Mobile application software design, coding, communications and implementation
CAD Call-Taking and Dispatch theory of operation; past, present and future (8+ years)
CAD Call-Taking alternatives and best practices in a multi-jurisdictional, multi-agency environment
CAD Triage Call-Taking impacts and alternatives in a multi-agency environment
Understanding of new york City public safety call taking and dispatch environments
GIS, Geofile and Mapping optimization for the NYC public safety environment
A GIS Software product (ESRI ArcGIS 9.0) and higher
CAD AVL and personnel tracking options and implementations
Understanding of NYC’S City Street Centerline (NYC CSCL), I/CAD, Starfire, SPRINT, EMSCAD GIS
Multi-vendor CAD to CAD communications; NIEM, APCO and legacy protocols
Operational and functional knowledge of PRC, Intergraph and Tiburon CAD systems
Automatic Number Identification/Automatic Location Identification (ANI / ALI) interface design and implementation (ILEC / CLEC and TPI via serial/IP)
711 and TTY call entry issues, theory of operation and FCC / ADA implications
NG 9-1-1 FCC issues and their impact on CAD system design and selection
NG 9-1-1 text message industry requirements, solutions, trends and implementations
Advanced communications protocol implementation: Third party Interface (TCP/IP), User Datagram Protocol (UDP), Synchronous Data Link Control (SDCL), Binary Synchronous Communication via serial interface (BiSync), Serial
Router, switch and firewall security design concepts and programming (8+ years)
Custom Device Interfaces – non-standard communications protocol design and replacement (8+ years)
Box Alarm Readout System (BARS) theory and implementation
VESTA CAD TPI Protocol
Web services applications design and deployment (8+ years)
New York Statewide Police Information Network (NYSPIN) / National Law Enforcement Telecommunications System (NLETS) /National Crime Information Center (NCIC) / Access Protocol (ASAP) interfaces
CAD Radio System (PTT) and Console Interface design and implementation
Public safety human factors engineering, multi-workstation virtualization
Excellent command of the English language both spoken and written
Prepare concise, effective contract language for any public safety or technology project
Participation in APCO, NENA, IJIS and other public safety organizations (8+ years)
Must have a firm understanding (2+ years) of current and legacy NYC public safety call taking and dispatching related systems and services.
Some uncompensated travel likely.
Desirable Skills:
Working knowledge of current national Fire/EMS RMS product marketplace
Proven ability to proactively spot public safety critical paths and project deficiencies
Expert developer (8+ years) under Unix, Linux, MacOS and Windows operating systems
Fluency with SQL; SQL Server; MySQL and Access (data conversion tools – XSLT, AWK, Perl)
Able to start immediately (on March 12, 2012) and bring tools (Laptop, ArcGIS, MS-Office)
Ability to work long hours (uncompensated) as project demands may dictate
Ability to travel on work related activities (uncompensated)
Ability to communicate effectively with City officials, corporate leaders and vendors
Ability to convert complex Public Safety and IT jargon into plain English
Fluent with standard project tools including Microsoft Project, Excel, Word, Access and PowerPoint
